According to a specific mechanism, the disabled person's personal card is issued under the supervision of a specialized medical team affiliated with the Disabled Rights Insurance Program.
Mechanism for issuing the disabled personal card:
Eight centers for handing over the personal disability card. The person concerned shall go to the center nearest to his residence, provided that a telephone call is made to set an appointment with the specialist doctor.

The specialist doctor diagnoses the case, and if the disability is included in the list of current classifications, he is given the disabled person’s personal card.
Receive the card immediately if all documents are available.
Documents to be attached:
- Two solar photos
Personal identity card
- A family book extract (in case the concerned person is unable to attend in person).
A medical report, or medical photos, if available
The Ministry follows a policy of partnership with the civil sector by concluding annual contracts with a number of specialized institutions distributed throughout the Lebanese territories. The number of contracting institutions is 72 institutions that provide care for about 7,162 paramedics of various types of disabilities, noting that these numbers change according to the contracts concluded annually.
Conditions for accepting a request for learning difficulties:
The psychological test reveals the need for educational follow-up in a specialized center and rehabilitative services.
The IQ test is valid for new applicants for two years only.
The age must be from 5 to 14 years.
Benefiting from the Learning Difficulties Program for a specified period not exceeding seven years.
Automated care request issuance mechanism:
The application is issued from the Disabled Personal Card Delivery Center.
The application shall be transferred to one of the contracting institutions to obtain the initial approval. The application shall be returned to the Disabled Affairs Authority for study.
In the event of approval, and after declaring the information attached to the application, it shall be registered in the Department of Disabled Affairs and signed by: Head of the Department of Disabled Affairs - Director of Social Services - Director General.
A decision number is given and delivered to the guardian and transferred again to the institution for final approval. It will be returned to the Handicapped Affairs Authority and will be implemented.
note :
Choosing a specific institution is done by the parents after obtaining a list of contracting institutions or under the guidance of the Handicapped Affairs Authority.
Transfer from institution to institution:
After the paramedic has been graduated from the last institution, the possible application is issued from the card issuance center and follows the same mechanism mentioned above, with the exception of the signatures that are issued only by the head of the department.
Statements were issued for persons with disabilities in application of Law 220/2000 from all centers, each according to his card. As for statements from institutions, they are issued at the center.
